Medvedev and Innovation: Can Russia Move Forward While Mired in a Corrupt Past?

It wasn’t just about hamburgers. It had nothing to do with spies. By most accounts, Dmitry Medvedev’s journey to America was as much about cooperation with America as about figuring out how to turn Skolkovo, a small town outside Moscow, into an “innovation city,” a Silicon Valley coded in Cyrillic.
And yet, despite the Russian leader’s sunny conversations last month with President Obama, and his back-slapping with Arnold Schwarzenegger and Steve Jobs, and despite the tax incentives the Russians are dangling before innovators, many wonder if “innovation” can come to a country where repression still lurks, where those who question the government still fear for their lives, where journalists like Paul Klebnikov and Anna Politkovskaya are murdered, execution style (the culprits never found), where corruption still seems to come from the top down as well as the bottom up.
