Subject: Sanctions for Russian officials involved in the case of Sergey Magnitsky
Restrictive and targeted measures, such as those proposed by the European Parliament in its resolution of 16 December 2010 with regard to the case of Sergey Magnitsky, have recently been the subject of much debate and were touched upon in discussions on the need to review EU Neighbourhood policy, in particular in the light of the sanctions imposed on Belarus by the Council on 31 January 2011 and the need to curtail the severe human rights violations currently taking place in Southern Europe.
Sergey Magnitsky, a Russian attorney who uncovered tax fraud by Russian officials, was placed in police custody, where he died almost one year later on 16 November 2009.
In Article 120 of the Annual Report of the European Parliament on Human Rights in the World 2009 and the European Union’s Policy on the matter (2010/2202(INI) adopted on 16 December 2010, Parliament stated that no positive results had been obtained by the Russian authorities in investigations into the case of Sergey Magnitsky, called on the Council to consider imposing an EU entry ban and encouraged EU law enforcement agencies to cooperate in freezing bank accounts and other assets of the Russian officials involved in all EU Member States .
