Senate Committee Postpones Vote on Magnitsky Bill
A Senate committee postponed a vote Tuesday that would punish Russian human-rights violators, Dow Jones Newswires reported.
The Senate Foreign Relations Committee delayed the vote on the so-called “Magnitsky” bill, named for the lawyer who died in a Russian prison in 2009 after accusing government officials of fraud, on the request of an unspecified committee member.
“There will not be a vote on the Magnitsky bill at today’s business meeting,” said Jodi Seth, a committee aide, confirming the report to Corruption Currents. “We have not yet scheduled the next business meeting, which is when the bill would be brought back up.”
Companion legislation was approved earlier this month in a House committee by voice vote.
As the Magnitsky scandal unfolded, the U.S. created a secret visa blacklist of those it said were involved in the case. Moscow responded with its own list. Neither country has blocked anyone yet, however.
The legislation would make the U.S. list public, broaden it to include other human-rights abusers and ban those on the list from banking at U.S. financial institutions.
The delay comes just as a bipartisan push is getting underway to approve permanent, normal trade relations with Russia by the August recess, which is expected to coincide with Russia’s formal entry into the WTO, Dow Jones Newswires reported. Senate Finance Committee Chairman Max Baucus (D., Mont.), who is holding a hearing later this week on Russia trade, has vowed to try to incorporate the provisions of the Magnitsky bill in the Russia trade legislation.
