Russian officials blacklisted after tax fraud investigation

Some of Russia’s most senior law enforcement officials have been blacklisted by foreign banks for their alleged connection to the suspicious death of a prominent lawyer waging a campaign against corruption in public life.
The deputy general prosecutor Viktor Grin, deputy interior minister Alexei Anichin, and Viktor Voronin, head of the economic espionage unit at the Federal Security Service (FSB) – the successor to the KGB – are among 60 Russian figures to have been classified “high risk” for banks.
WorldCheck, a leading risk intelligence company, has put them on its “Politically Exposed Persons” (PEP) database, used by 49 of the world’s top 50 banks to screen out individuals who might breach strict global money laundering regulations.
In what will be seen as a deeply embarrassing incident for Moscow, some of the country’s top ministers, police, judges and tax officials have been ranked alongside the likes of Sani Abacha, the late Nigerian kleptocrat, and Ferdinand Marcos, the Philippines dictator.
Banks typically refuse to do business with any PEP, for fear of a regulatory backlash, though WorldCheck stresses that they can be clients so long as “the source of their income is transparent and able to withstand scrutiny”.
The list was taken from a group of names compiled earlier this year by Benjamin Cardin, a Democratic US senator, who has called on the State Department to deny them visas for their alleged involvement in the death of Sergei Magnitsky, a campaigning anti-corruption lawyer.
Mr Magnitsky claimed to have uncovered a $230m (£150m) tax fraud committed by lawmakers and Russian criminals. He named the police involved but was then thrown in jail by the same officers, dying a year later while awaiting trial.
The officers have since been accused of living a millionaire lifestyle by Mr Magnitsky’s friends. They have been blacklisted by WorldCheck.
