Some EU countries are considering introducing sanctions on Russian officials who could be responsible for the death of Hermitage Foundation lawyer Sergei Magnitsky.

“The foreign ministers of some EU countries are ready to take practical measures and decisions in this area,” European Parliamentarian Heidi Hautala told a press conference at the Interfax central office on Monday.

The statement on the possible sanctions made in the European parliament became a powerful signal to the entire EU to take decisive measures, she said.

However, if one EU country decides to impose sanctions on citizens of a specific country, this decision has to be followed by decisions made by other EU countries because they are working in the Schengen zone, Hautala said.

On September 29, Hermitage Capital Management reported that U.S. Senator Benjamin Cardin submitted a bill banning the Russian officials involved in Magnitsky’s death from entering the United States. The list includes about 60 people who may be involved in the prosecution of Magnitsky.

The European Parliament on December 16 urged the EU Council to consider sanctions against Russian officials, blamed for Magnitsky’s death. A draft report on the observance of human rights globally, discussed by the European Parliament, proposed denying 60 Russian officials, suspected of involvement in Magnitsky’s death at a prison, entry into the EU and freezing their bank accounts and other assets in the EU. However, proposals were made during a vote to soften this wording in connection with positive developments in Russia.

Political parties in Britain subsequently urged the British government to deny Russian officials blamed for Magnitsky’s death, entry to Britain and to seize their assets.

The prosecution of Hermitage Capital officials in Russia began in June 2007. Moscow police then searched the offices of Hermitage Capital and the law firm Firestone Duncan.

Magnitsky, a lawyer for the investment foundation Hermitage Capital, died in the Matrosskaya Tishina detention facility on November 16, 2009 at the age of 37, he was charged with tax evasion.

Magnitsky’s death drew a broad public response.
