Russia has announced plans to curb foreign borrowing, and to oversee the foreign financing of big Russian companies (h/t LR):

Russia is limiting access to the Eurobond market to prevent a repeat of the surge in foreign- currency indebtedness that triggered company bailouts in 2008 as borrowing costs tumble.

The government created a group last week to monitor overseas debt by state companies and “systemically” important financial institutions. OAO Gazprom (OGZPY.PK), Russia’s largest company, and diamond monopoly ZAO Alrosa are among state-controlled borrowers planning their first Eurobond sales in at least a year as the economic rebound sends yields to a record low.

US Bill to ban visas for Russians linked to lawyer’s death

US lawmakers have introduced a Bill that would prohibit the US State Department (DOS) from issuing visas to individuals, or their family members, who are connected to the death of Russian lawyer Sergei Magnitsky.

A Jurist report notes that Magnitsky, who was arrested on allegations of tax fraud and held for over a year without a trial after representing London-based hedge fund Hermitage Capital in a suit against Russian officials, died last November in a Moscow prison. Magnitsky’s family and employers have made allegations that, on several occasions, he was denied medical treatment that could have saved his life and his death has been labelled a ‘murder’ by Russian human rights leaders. Hermitage Capital condemns Russian authorities over Magnitsky case

Hermitage Capital, an investment fund, has expressed outrage by the statement made by the Russian Foreign Ministry, which likened the proposal by U.S. lawmakers to impose sanctions against Russian officials in connection with the case of Hermitage lawyer Sergei Magnitsky with a Cold War element.

“Calling ‘a political show’ the efforts by human rights campaigners, public figures and statesmen to achieve justice with respect to the late Magnitsky is the ultimate in cynicism,” the company said in a statement issued on Sunday.

One of the authors of the bill banning entry to the United States for Russian officials involved in the death of Hermitage Capital lawyer Sergei Magnitsky is U.S. Republican Senator John McCain, the company said.

It emerged that one of the senior members of the U.S. Republic Party McCain and Democratic Senator Benjamin Cardin co-authored a bill imposing a full ban on the entry to the U.S. and the seizure of assets of the persons involved in the persecutions and tortures which led to Magnitsky’s death, the company said in a press release on Friday.

The US Senate is to consider a bill that seeks to force Russia into finding and punishing those responsible for the death of Sergei Magnitsky, the lawyer for Hermitage Capital who died in pretrial detention in November.

Shifting the spotlight back onto human rights and corruption as it does, the bill has the potential to rock the reset in relations between the US and Moscow, which has been achieved by concentrating on commercial and geopolitical issues. That said, the many points of cooperation between the pair will insulate the relationship from too great a stress.

U.S. Reps Introduce Bill Targeting Magnitsky’s Enemies

Two U.S. congressmen, Benjamin Cardin and James McGovern, introduced a bill Wednesday that would freeze assets of and block visas for individuals responsible for the death of Hermitage Capital lawyer Sergei Magnitsky.

Magnitsky died of health problems in a pretrial detention center in Moscow last November. He was placed under arrest by Interior Ministry investigators after he accused senior ministry officials of embezzling millions of dollars in government funds.

Proposed U.S. Law Would Punish Those Implicated In Russia’s Magnitsky Case

Two senior U.S. lawmakers have introduced legislation in Congress that would block U.S. visas and freeze the financial assets of dozens of people they say are responsible for the 2009 prison-death of a Russian anticorruption lawyer.

Senator Benjamin Cardin (Democrat, Maryland), who co-chairs the U.S. Helsinki Commission, and U.S. Representative James McGovern (Democrat, Massachusetts), who heads Congress’s Tom Lantos Human Rights Commission, introduced the “Justice for Sergei Magnitsky Act of 2010” into the House of Representatives today.

U.S. lawmakers push visa sanctions in Russian case

More than 60 Russians linked to the death of an anti-corruption lawyer would be barred from the United States and its financial markets under a bill introduced in the Congress on Wednesday.

The measure says that sanctions would be lifted only after Russia brings to justice those responsible for the 2009 death of Sergei Magnitsky, a lawyer for what was once Russia’s top equity fund, Hermitage.
