DAVOS 2011: Bill Browder challenging Russian Deputy Prime Minister Igor Shuvalov about Corruption in Russia and the Sergei Magnitsky case.
RUSSIA’S attempts to present itself as a modernising force and a good place for business came under sharp attack in Davos after Bill Browder took the deputy prime minister, Igor Shuvalov, to task in a private session.
Russia has taken a leading role at this year’s World Economic Forum, with President Dmitry Medvedev delivering the opening speech and an entire forum given over to “Russia’s Next Steps to Modernisation”.
However, attempts to drum up business interest in the country were dealt a blow by Mr Browder, the founder of Hermitage Capital Management and once the largest foreign investor in Russia. He demanded Mr Shuvalov answer questions about an alleged $230m (£144m) state-orchestrated fraud that led to the death of his investigative lawyer Sergei Magnitsky.
“The President of the country called for an investigation into the people who killed my lawyer,” Mr Browder told a panel chaired by Mr Shuvalov. “One year after the investigation, people who killed the lawyer have been promoted higher by state orders… My question to you, Igor, is what will prevent other investors to have the same experience after my experience in Russia?”.
Mr Shuvalov responded: “We know this case very well… Unfortunately, I don’t know the results of the investigation and the end of the case… The past is always very important, although not always positive, but we need to concentrate on the future.”

The latest batch of secret US embassy cables published by the Wikileaks website reveals fears about links between the Russian government and organised crime.
In one confidential document, US diplomats in Madrid record a top Spanish judge, who has experience in organised crime cases, describing Russia as a “virtual mafia state”.

BBC News Russia Business Report covers the Sergei Magnitsky case and how government officials are now trying to blame the US$230 million tax fraud on the man who blew the whistle on the crime. Sergei Magnitsky alerted Russian officials to the tax fraud plot 3 weeks before it was executed, but instead of arresting the culprits and investigating the scam, Sergei Magnitsky was arrested and imprisoned by the very people who he had identified as players in the fraud scheme. He died one year later, in November 2009, while still in custody after suffering torture and denial of medical care.
One year on Sergei Magnitsky jail death remains mystery
Lt Col Silchenko denied inflicting suffering amounting to torture on the jailed lawyer, who was being held on tax evasion charges when he died in unexplained circumstances in Moscow’s Matrosskaya Tishina detention centre one year ago, and hit back at his accusers.
“What happened was a big misfortune for Magnitsky’s relatives, but the job of the investigation was to investigate, not to put pressure on him. We had enough proof of his guilt,” Lt Col Silchenko, one of Russia’s most elite investigators, told Newsnight.
“The attempt to accuse law enforcement agencies of involvement in this crime is absurd,” he added.
