Trade Sanctions as a Test of U.S.-Russian Relations

Re “Russian Opposition Urges U.S. to End Cold War Trade Sanctions” (news article, March 13):
Rewarding President-elect Vladimir V. Putin with the revocation of the Jackson-Vanik amendment, which for almost 40 years has linked the Kremlin’s human rights performance to United States trade benefits, would add insult to the injury of President Obama’s congratulating Mr. Putin for his “victory” in last week’s “election.”
If anything, the link should be strengthened by having Congress enact the “Magnitsky bill,” which restricts travel to the United States by corrupt officials of Mr. Putin’s regime.
But the administration strives to abandon the whole notion of linkage. Initiated by Senator Henry M. Jackson and the Soviet Nobel laureate Andrei D. Sakharov, American legislative pressure is as important today as at the time of Soviet repression. Appeasement of Mr. Putin would be a betrayal of this legacy.

Magnitsky’s colleague writes open letter to presidential candidates
Jamison Firestone, a colleague of late Hermitage Capital lawyer Sergei Magnitsky who died at a Moscow jail, has called on the Russian presidential candidates to take charge of the Magnitsky inquest.
Today Sergei Magnitsky’s colleague has sent an open letter to all the Russian presidential candidates, urging them to put an end to the mocking of Sergei Magnitsky’s relatives by Russian law enforcement agencies, the company said in a statement obtained by Interfax on Thursday.
Despite the unprecedented public outrage both in and outside Russia, law enforcement agencies have not advanced in their investigation of these crimes, having blamed only ordinary doctors, or petty criminals and drug addicts, or Magnitsky himself, according to the letter sent to Vladimir Putin, Mikhail Prokhorov, Sergei Mironov, Gennady Zyuganov and Vladimir Zhirinovsky.

David Cameron to pressure Russia over lawyer’s death
David Cameron has pledged to press Russia to investigate the death in custody of a lawyer who accused police of complicity in a £141 million tax fraud.
The Prime Minister, who will visit Russia this year, said he was “deeply concerned” by the death of Sergei Magnitsky, 37.

Cameron voices concerns over Russian lawyer’s death
The UK has urged the Kremlin to reveal the findings of an investigation into the death in custody of a Russian corporate lawyer who alleged police corruption.
Sergei Magnitsky, a lawyer working for Hermitage Capital, a Russian investment fund, died in a Moscow jail in 2009 after testifying against police for alleged complicity in a $230m tax fraud using companies that belonged to his client.

British PM “concerned” about Russian lawyer death
British Prime Minister David Cameron is “deeply concerned” about the 2009 prison death of a Russian lawyer and has raised the case with Russia’s foreign minister, he said in a letter made public on Wednesday.
Sergei Magnitsky, a 37-year-old lawyer for Russia’s one time biggest equity fund, Hermitage, died in November 2009 after nearly a year in Russian jails.
Colleagues and human rights activists say he was denied adequate medical treatment and subjected to conditions that amounted to torture in a case that has sparked international condemnation and spooked investors.

David Cameron tackles Russians over Hermitage lawyer death
David Cameron has said he is “deeply concerned” by the death of London-based hedge fund Hermitage Capital’s lawyer in Russian prison in 2009 and has promised to raise the case in on a state visit to the country.
In a letter written to Bill Browder, the boss of Hermitage, which was once Russia’s biggest equity fund, David Cameron said that the mystery surrounding the death of Sergei Magnitsky had “implications for the rule of law and respect for human rights in Russia”.

British Prime Minister David Cameron has expressed his concern over a lack of progress in the investigation into the death of Russian anti-corruption lawyer Sergei Magnitsky in police custody.
Magnitsky, who was defending British investment company Hermitage Capital Management against tax evasion charges, died aged 37 in a Moscow pretrial detention facility in November 2009 after being refused medical treatment for pancreatitis. The lawyer’s death provoked uproar both in Russia and abroad.
