Canadian Parliament considers bill to create ‘Magnitsky blacklist’

The Canadian Parliament is considering a bill to make the so-called Magnitsky List, which blacklists persons allegedly linked to the death of Russian lawyer Sergei Magnitsky from entering Canada, the Parliament said on its website.
Magnitsky was arrested and jailed without trial in November 2008, and died in police custody a year later after being denied medical care. The 37-year-old lawyer was working for Hermitage Capital Management, a British-based investment fund, when he accused tax and police officials of carrying out a $230-million tax scam.

‘Magnitsky list’ won’t undermine Russia-US relations, Lavrov says
The so-called Magnitsky list that bars entry to the U.S. for Russian officials allegedly involved in the death of lawyer Sergei Magnitsky, will not undermine relations between the two countries, Foreign Minister Sergei Lavrov said on Friday.
The relations established by the Obama and Medvedev administrations are strong enough to withstand “various attempts to ruin them,” Lavrov told three Russian radio stations.
“I am sure, that the ‘Magnitsky list’… won’t undermine the foundations of Russia-US relations,” he said.
Magnitsky was arrested and jailed without trial in November 2008, and died in police custody a year later after being denied medical care. Netherlands expects punishment for people behind Magnitsky’s death
The Netherlands hopes that people implicated in the death of Hermitage Capital lawyer Sergei Magnitsky will be punished, the country’s ambassador in Moscow said.
Magnitsky was arrested in November 2008 on tax evasion charges shortly after alleging that law enforcement officials and others were involved in a $230 million tax scam. The 37-year-old Magnitsky died a year later in Moscow’s notorious Butyrka prison after being denied medical care.
Larisa Litvinova, chief doctor at the Butyrka prison, and the jail’s deputy chief Dmitry Kratov, were charged with “causing death through negligence.” President Medvedev’s human rights council said two different officials – senior Interior Ministry investigator Oleg Silchenko and Butyrka chief Ivan Prokopenko – were also at fault.

Investigator in Magnitsky case arrested for taking bribe
An investigator in the case of campaigning lawyer Sergei Magnitsky has been arrested for demanding a $3 million bribe to drop charges against suspected smugglers in an unrelated case.
Maj. Nelly Dmitriyeva accepted part of the pay-off through a third party in August, a spokesman for the Investigative Committee of the Prosecutor-General’s Office told reporters on Wednesday.

Russia probes ‘illness’ of doctors charged over Magnitsky’s death
Russian prosecutors are probing the hospitalization of two prison officials charged over the high-profile death of lawyer Sergei Magnitsky.
The deputy governor and chief doctor at Moscow’s notorious Butyrka prison were charged with negligence causing death last month.
Magnitsky died in 2009 after accusing Russian officials of a huge tax fraud scheme.

Cameron justifies Moscow visit to parliament
British Prime Minister David Cameron told parliament on Wednesday that he had raised a number of human-rights issues with the Russian authorities during his recent visit to Moscow.
Cameron met with President Dmitry Medvedev and Prime Minster Vladimir Putin during his brief visit to the Russian capital. He also met a number of human-rights activists.
He was accused during a news conference with Medvedev of “parking” the issue of Alexander Litvinenko, the former KGB officer killed in London in 2006, in exchange for trade relations. Cameron denied the allegation, saying the issue remained “important” for Britain.

Investigators refuse to hand over Magnitsky’s DNA to his mother
Moscow’s Basmanny District Court on Monday declared legal investigators’ refusal to give the DNA of lawyer Sergei Magnitsky, who died in police custody, to his mother for a medical examination.
Magnitsky’s mother wanted investigators to provide her with her late son’s DNA to carry out an independent genetic examination to find out the cause of his death as she did not believe the official version.
Magnitsky, a former lawyer for Hermitage Capital investment fund, died after almost a year in Moscow’s notorious Matrosskaya Tishina pre-trial detention center in November 2009.

More officials to be sued over Magnitsky death
The Russian presidential civil society and human rights council does not rule out that more law enforcement and state security officials could be prosecuted over the death of lawyer Sergei Magnitsky in custody, National Anticorruption Committee head Kirill Kabanov said on Monday.
The Russian Investigative Committee has launched a criminal case against two former pre-trial detention center staff Larisa Litvinova and Dmitry Kratov.
Litvinova, who was Magnitsky’s doctor, is charged with causing the lawyer’s death by neglecting to render professional care. Her superior at the detention center, Kratov, is charged with negligence.

FSB, police officials could figure in Magnitsky death investigation
Officials from the Federal Security Service (FSB) and the Interior Ministry may be implicated in the death of lawyer Sergei Magnitsky in police custody, a member of the Kremlin’s human rights council said on Thursday..
Magnitsky died after almost a year in a notorious Moscow pre-trial detention center in November 2009. He had been arrested on tax evasion charges just days after claiming that police investigators had stolen $230 million from the state.
On Wednesday a council report said his death was likely to have been the result of a beating and that the charges against him were fraudulent. Human rights activists and his former colleagues allege the officers he had accused were involved in his death, which was originally said to have been the result of “heart failure.”
